Quarter - round: It is installed at the very bottom of the wall, right where the wall meets the floor. It is often installed after the baseboard and sits in front of it, covering the small gap between the baseboard and the floor.
Baseboard: Baseboards are installed along the bottom of the wall, usually with a small gap (which may be covered by the quarter - round) between the baseboard and the floor to allow for expansion and contraction. They are typically installed higher up on the wall - floor junction than the quarter - round and are a more prominent visual element in the overall wall trim scheme.
